From November Brighton & Hove City Council will start outsourcing services but the authority is clear that many services will still be provided in-house. The decision to outsource will only be taken if a service can be provided more efficiently and effectively, ideally by the voluntary sector.

Under a 'new strategic direction' Suffolk County Council will turn from an authority which provides public services itself, to an enabling council which commissions others to carry out the services. It could eventually see the council's workforce slimmed down to just a few hundred people who would manage the contracts.

The attempt by London Borough of Barnet Council to reinvent itself as Britain's first 'easyCouncil', modeled on budget airline services, has run into trouble after an independent audit revealed that more than two years after the project began the leadership has failed to draw up a proper business plan.
